Biographical Note
Samuel D. Riggs was the son of H. C. Riggs, an early Idaho pioneer. Samuel was born on March 31, 1875. The family home was a farm in the Payette Valley, eight miles below Emmett.
He married Margaret E. Trevey on September 20, 1911.
He was Postmaster of Emmett, Idaho, from 1916-1924, served as Idaho state senator from Gem County, 1930-1934 and was president of Gem County Chamber of Commerce, 1938, and of the Association of Chambers of Commerce for southwestern Idaho and Southeastern Oregon, 1939.
