Biographical / Historical

David Henry Leroy was born August 16, 1947, in Seattle, Washington. He earned a Bachelor of Science degree in Business Administration from the University of Idaho, a Juris doctorate from the University of Idaho College of Law, and a Master of Law in Trial Practice and Procedure from the New York University School of Law.

Leroy served two terms as the elected Ada County Prosecuting Attorney from 1974-1978. He served as the elected Idaho Attorney General from 1979-1983. He was elected Idaho Lieutenant Governor, where he served from 1983-1987. He was the Republican candidate for Governor (Idaho) in 1985 and ran for Congress in 1994 and 2017. He was appointed United States Nuclear Waste Negotiator by President George H.W. Bush and served in that position from 1990 to 1993. A lifelong Republican, Leroy has been active in partisan politics at both the state and national levels throughout his distinguished career.
