Biographical Note
Pefley was born in 1830 in Virginia. After moving to Idaho, he became active in territorial politics. He waws elected to the territorial legislature in the 1880s, was elected Mayor of Boise in 1887 and participated in the state's constitutional convention in 1889. He died in 1906 in Lewiston.
